Mark KIPI plugins as legacy plugins.

Instead of having multiple sub-menus in the plugins menu for different
kipi plugin categories, just add all kipi plugins under the menu item
"Legacy Plugins (KIPI)".

The next release will be the last to support KIPI plugins, so marking
the menu item accordingly seems like a logical step forward.
