Integrate Samsung's Air Actions

The 'Air Actions' is a middlewere on Samsung Galaxy Tab S6, Note 9 and
Note 10. It captures predefined S-Pen gestures and turns them into
keyboard events, which are then sent to the application.

This commit adds necessary files to android packaging and a keyboard
shortcut for the popup palette.
