Use Foreground Color for Initial 'New Fill Layer' Dialog

This is a minor workflow improvement. When creating a fill layer, the
initial color value for that fill layer will be whatever color the user
has for her foreground color. Users can now preemptively select, mix or
color pick a color they wish to use as a fill layer.
