Clean up code in KisTagFilterResourceProxyModel

Before this commit, the code in the KisTagFilterResourceProxyModel would
be messy and hard to understand. Since now it's decided how the
filtering should look like, the code can be cleaned up.
This commit removes unnecessary comments and move checking the tag of
the resource to a separate function.
