mojo: Add a Mojolicious-based event loop to handle IPC.

Right now this doesn't do anything more than replace a custom
select()-based loop but this has the potential to allow for integrating
other Mojolicious-based components. The long-term goal for that would
be to permit automated status reporting (such as to a GUI running in
Plasma).
