fix context-reuse-association for contexts with empty identifier

in such cases, only try to reuse contexts that also have an empty identifer.
the reason is the same as elaborated in bfb0b798d6fb098c3628462102cd918a8702f7cb.

this fixes the python lang plugin, esp. its testImportDeclarations unit test.
