working prototype solution for manual slewing during polar alignment

Summary:
EKOS align module:
added a checkbox to switch polar alignment assistant to manual slew mode
In manual mode the mount is not commanded to move
Added "done" buttons to the PAA rotate screens,
to let the user indicate when they finished the respective manual slew
This feature only changes the control flow,
the PAA method stays exatcly the same as in the default mode
with automatic slewing
