[import] small UX improvements in ImportFileDialog/Widget: 1. in case no target data container was selected yet, set the focus to the "Add To" combobox to make the user aware about the fact that a data container needs to be provided 2. added text to the "add new data container" button 3. added tooltip texts to the "add new data container" label and combobox
