Import the unarr code

This code was previously (practically speaking) unmaintained since
2015 or so, and was specifically also from a personal branch
hosted in Zeniko's personal github, which seems to have been
abandoned. As such, it no longer seemed sustainable to depend on
that location, and so, we import it to here (and only the bits
actually used for rar support).
