assert neon.list exists and contains the expected content

other testers reported that the neon.list gets disabled (with user edition)
which is something I cannot reproduce, we'd best assert it in any case.

I am unsure how neon is preserved but I am reasonable certain that I
looked at code which ensures that it does, I can't remember where though.
