Make the pdfdocumenttest pass without Poppler

Summary:
It fails otherwise because PdfDocument::fromData returns a nullptr
in the #else branch of #ifdef HAVE_POPPLER.

Test Plan: pdfdocumenttest passes with and without Poppler
