Instead of calling it "Account wizard" which does not really explain what it does, let's call it "Add account...". By making the action an actual *action* ("Add account"), we tell the user unambiguously what's going to happen when they click it. Also, let's move it from Tools to Settings to conceal the fact it's a standalone process and instead make it a part of the configuration process.

The main idea behind this is to force users to use the account wizard to create accounts instead of going through the pain of setting up accounts manually through Settings -> Configure KMail. It's likely that new (and even existing) users will go directly to "Settings" when they want to add a new account and right now they will run into the "account setup madness" in the KMail configuration dialog and set up their accounts painstakingly there. Some users might go through other menus first, by almost definitely, the "Tools" menu will be their last fallback. With this change, it's much much more likely they will discover the Account wizard first by going into Settings and seeing "Add account" action right away, which is exactly what they want to do.
