Summary

This makes it consistent with what we do with the Plasma sidebars (Widget Explorer, Activity Manager).
Also enables LayoutMirroring.

Test Plan
kwin_x11 --replace --reverse

Panel appears on the right side of the screen with the shadow left, scroll bar left and window icons on the right. Normal mode still works fine. Multi-screen also works fine.
