Summary

"syspal" is referenced by the WallpaperDelegate but added by the Containment Appearance Configuration QML which isn't there when loading the wallpaper config into a different UI like the lock screen UI.

Test Plan

No longer get a warning on opening Lock screen KCM and the highlight has the proper blue color instead of black or white now.
