Hide top level scrollkeeper menu item if it's empty

Summary

If there's no data, it looks like it's bugged. Let's hide it in such case.

Test Plan
  1. Remove librarian package and make sure scrollkeeper-get-content-list is no longer in path
  2. Start khelpcenter
  3. In contents tab in left part of application window scrollkeeper item should be hidden instead of being empty
