Add a small utility to extract config entries from plasmoid xfcg files
and export it into mediawiki syntax on stdout for easy copying into
userbase.
Initial commit, in the future it can be expanded with default values,
enum expansion and whatever else.

i wonder if would be betterto have it write directly html and having it hooked somehow to api.kde.org?
let's put this in already to at least test completeness of keys.
Olivier: do you think would be feasible to have some sort of integration of this into api.kde.org?
