Summary

Because Oxygen color schemes are being removed in D21701, we now need to ship them with Oxygen.

Test Plan

delete these color schemes if they are present in /usr/share/color-schemes/

compile

Makes sense for the theme's repo to provide its own color scheme rather than having it there.
