we have a whole bunch of ruby-reliant stuff in the settings package.
ordinarily we'd have it pulled in by dolphin. if dolphin is not installed
(e.g. during bootstrapping of a system) the missing depends does render
those ruby programs defunct though, which is a problem when the bootstrap
itself once to use one of the programs
