Summary

This reverts commit 4571e522740dc38105691d81adf812a9e65b8972
"Zanshin: remove code that triggers the 0.2 data migration."
and updates it for the new migration.

Test Plan

Started zanshin, the migrator fired up, and all contexts
showed up, with all the associated tasks, as if nothing had changed.
