Have task managers follow the desktop for window visibility behavior by default

Summary

Only shows the ones in the current desktop, unless configured otherwise.
The current default keeps all the applications present on the task manager but invisible if they're in a different desktop which feels inconsistent.

This makes a lot of sense to me, but I don't actually use virtual desktops so I can't really comment on the practical changes in workflow that this would yield. Still, I think it makes sense.
