Use Vc 1.1 as minimum, not 1.0, for master

Summary

As Krita is the one currently which drives everyone to get newer Vc versions, let's go directly to the latest known working version 1.1.0, so people jump there as well with Krita. This way any problems that might appear with Vc 1.0 can be avoided from the start, so might save time for everyone.
And 1.1.0 was released for a reason, see for claimed advantages over 1.0 the announcement at http://compeng.uni-frankfurt.de/pipermail/vc/2015-December/000193.html

KDE CI is already at Vc 1.1.0, so no change needed there.
