[KCM] Replace "Services" with more user-friendly term

Hmm, with this patch, the icon isn't right; there's no connection between a flag and a context menu.

Also, these services aren't necessarily always going to be just in the context menu. They already really should be under the Tools menu, and would eventually also appear in the contextual action bar that @broulik and I are dreaming up.

maybe "File Actions", or simply "Actions" or something along the lines?

"Extensions"? "Plug-ins"?

The header says 'Context Menu', so why not name the icon the same?

Oh, I misread. What I wanted to say is that I would prefer 'Context Menu'. The description above the list talks about it, too.

How about "Context Menu Plugins" ?
