Summary

It seems requestActivate only implies unminimizing but not raising if already visible

Test Plan
  • Opened applet config, buried it underneath some windows, opened same applet config again. Now it would raise itself to the top
  • Same for wallpaper config
  • Verified that when it is minimized it still unminimizes fine
