Summary

It seems requestActivate only implies unminimizing but not raising if already visible

Test Plan

Opened applet config, buried it underneath some windows, opened same applet config again. Now it would raise itself to the top
Same for wallpaper config
Verified that when it is minimized it still unminimizes fine
