Summary

The user-message.html.tmpl file was generic. The "bug writing
guidelines" have a more KDE-specific and verbose set of descriptions
on the wiki. This replaces the link so people are taken to the wiki
instead.

@bcooksley, I think you'll need to land this since permissions to the websites- repos are quite restricted.

I tried landing it, unfortunately you are correct. @bcooksley, if you want to make me "maintainer" of bugs-kde-org for just that one site, I'd be glad to.
