update date + releaseinfo in kwrite index.docbook, no more changes will come

What is the reason for this move? I am asking since I thought KWrite, Kate, and all the other applications using KTextEditor all implement command line parsing on their own. And Kate for instance has different options such as sessions that KWrite does not have.

Exactly this:

katepart/ktexteditor does not process command line options, therefore the documentation for command line options
has to be in the application docbook like kate, krusader etc. and not in the katepart/ktexteditor docbook
