D12591 moves the Icon Position submenu entries in the file dialog
to the top-level settings menu, in order to improve fast and easy access
to this setting.

To keep consistency, we change it in K3b's FileView too. The change is
only introduced starting with KF 5.47, since only that version will
contain the required changes in wording.

Depends on D12591

Click on the Settings button on the top right of the main file
view, switch view modes, check that the icon position settings are only
enabled for View → Short View and still work properly.
