Are there any chances to generate qch files and add links to them at api.kde.org? I am asking in particular for playground libs KDb, KReport, KProperty.
What can I do to improve this area?

No way for playground, as I don't manage them at all.

I'm currently working on having qch files accessible from the frontpage (released in october I hope).

The code to generate qch files is present. It is not activated currently as I could not fully test it.

There are as well some bugs with links to the qt doc
