Move util methods to read JSON values from KPluginMetaData to dedicated header

Description

This includes the readStringList, readTranslatedValue and readTranslatedString methods. They are static and don't have dependencies on KPluginMetaData. I don't think they semantically belong in this header and having them outside of it would make it more discoverable for API users and slim this class down.

This was agreed upon on the KF6 weekly with there being usecases outside of KPluginMetaData
