+1, it makes sense to have these in each app's own repo rather than having them all separately, which currently encourages devs to ignore it and assume that it's taken care of by "someone else".

Makes sense to me too, but I've seen many projects that have taken ownership of the flatpak recipe to let it degrade over time. We need ways to make sure it doesn't happen.
